2016 Annual Homeowners Meeting

February 22, 2016

Notice to all Homeowners:

It is that time of year for our Annual Homeowners Meeting. All homeowners are strongly encouraged to attend this meeting to discuss financial and operational matters pertaining to our community. The Board has reserved the following date and time for the meeting:
Tuesday, 29 March 2016
7-9:00PM
Sherwood Hall Library Meeting Room

Topics of Discussion:
– Review of Annual Budget
– Review of Current Maintenance Contracts
– Funding for Common Area Improvements
– Selection of New HOA Board Members

Homeowners may submit other topics of interest to the Board for discussion. As the current Board members’ commitment ends 1 April 2016, we must elect new members. Volunteers should send their names and a short summary of experience to the Board by 20 March. Traditionally, our HOA has had a hard time in finding volunteers for the Board positions. But it is critical that we as homeowners not allow our community to be without an active Board of Directors. If there is no Board, the following problems would surely affect our quality of life and our property values: (1) Lenders who are refinancing loans or financing resales and have no Board to respond to their queries may not approve the loan request; (2) Without a Board there would be no one to authorize and oversee maintenance of common areas (such as mowing & snow removal) and (3) there would be no one to oversee the collections of the assessments and expenditure of community funds. Our property management company (Jeffrey Charles) only collects the semi-annual dues and pays the bills that the Board authorizes. They do not hire, fire or arbitrate grievances with our maintenance contractors or residents.
Hope to see all our homeowners at the 29 March Annual Meeting. Please send any suggested topics for discussion or nominations to the Board to: bb.layman@hotmail.com

Latest News 1 June 2015

The Annual Homeowners’ Association Meeting was held on March 29, 2015 at the Sherwood Hall Library.  Minutes of this meeting may be found under the above tab “HOA Documents”.   The main topic of discussion pertained to the proposed asphalt renovation project and how to fund it.  While the majority of homeowners (43) voted to implement a one-time Special Assessment of $1,000 per homeowner to gather $70,000 towards the estimated $90,000 asphalt project, we did not have the required majority vote of 2/3rds homeowners (47 votes) to pass/implement the Special Assessment.   Nine homeowners voted for the alternate funding option of raising the annual HOA dues from $660 to $1,000 for the next 3 years and delaying the asphalt renovation project until 2018.  A total of 18 homeowners did not vote for either option and thus a clear majority could not be reached. The Board hopes to re-visit this topic with homeowners in the coming months in an effort to secure support for improving the looks and value of our community with an asphalt renovation project.

Other news to date:  Re-sales of our town homes have been brisk this Spring and early Summer.  The Board approved funds for additional trimming of common area landscape, tree trimming and repair of broken paver stones (rear) sidewalks.  No asphalt pot hole repairs were completed this Spring due to the pending decision regarding a complete asphalt renovation.  The persistent water leak problem at the entrance to our community has finally been repaired by Fairfax water.  The Board is sad to loose its Secretary, Morgan Stalter due to her pending move.  We thank her for her voluntary services and wish Morgan and her family a safe and worry free move later this month.  Currently, both the Secretary and the Chairman of the Architectural Review Committee are vacant.  Interested volunteers for these positions should contact the Board.

Annual Homeowners Meeting

The Annual Homeowners Meeting will be held on Saturday, 29 March 2015, from 3-5:00pm at the Sherwood Hall Library, first floor meeting room. This is an important meeting to review the results of the recently completed capital reserve study as conducted by Mason & Mason earlier this month and to vote on how to fund the critically needed asphalt restoration project. Please review the entire report which can be found under the above tab “Association Information – HOA Documents”. A summary of the Board’s recommendations for future action, as well as Proxy vote forms, will be mailed to each homeowner by 27 Feb 2015. Your participation at this year’s Meeting is crucial in order to proceed with future renovation projects. We need a minimum of 47 votes of approval from our 70 homeowners to fund the asphalt project. If you have topics you wish addressed at the Meeting please pass them on to any member of the Board. If you are unable to attend the Meeting, please complete the Proxy form and return it to the Board. We thank you for you support in this matter.

“Latest News” for Mt Woodley Manor HOA

Congratulations to our newest Board members!  The votes have been tallied and our four volunteers have been approved for the following positions: Angela Layman, President;  JoAnn Williamson, Vice President;  Morgan Stalter, Secretary; Lori Saxty, Treasurer.  Many thanks to our outgoing Board members for their dedication and hard work these past several years.  The HOA Board will continue to provide oversight and supervision of all HOA officers, agents and employees of this Association. Our property manager, Jeffrey Charles has been hired to collect our semi-annual HOA assessments and to conduct annual ARC inspections. Jeffrey Charles has no responsibility/authority regarding common area issues or problems between neighbors. Any problems or concerns a homeowner has with our common areas should be brought to the attention of the Board.  Issues or personal problems between neighbors (ie. loud noise) must be handled between neighbors as the Board has not statutory authority to intervene.  A few items of interest the Board intends to pursue include reserved and guest parking, re-pavement of all parking lots and an update to our Declaration of Covenants to meet current VA laws.  Please check out our new HOA Fact Sheet located under the Quick Links tab on our Home page.

High Visibility Enforcement of our Traffic Safety Laws

Coming to the Mount Vernon Police District in August.

In the month of August, officers from the Mount Vernon Police District  as well as motorcycle officers from the Operations Support Bureau will be actively patrolling the Mount Vernon District concentrating on traffic and pedestrian related infractions.
As a law enforcement agency, we do many different things to make our community safer.  Our goal during this enforcement effort is to identify and deter aggressive driving behavior while enhancing the safety of those traveling the Route One corridor both in vehicles and on foot.  On certain days in August, citizens might notice a significant presence of uniformed officers enforcing traffic laws and stopping pedestrians who improperly cross our roadways.
So remember, buckle up, drive defensively, obey all traffic laws, turn off or put electronic devices out of reach while driving, and make sure to look out for pedestrians. Pedestrians are also encouraged to do their part to enhance safety.

We Need You!

Greeting Neighbors!

First I would like to thank everyone who attended the annual meeting. It’s always great to see my neighbors get together! I strongly feel that participation is what will keep our community strong. Expanding on that, a lack of participation would lead to a decline in the value and character of our lovely neighborhood.

In spite of attendance from many members of our association, we had no volunteers to fill the vacant Board positions. We desperately need volunteers to serve on the Board. Per the bylaws, our current board is unable to continue serving. The regular turnover of board members is designed to encourage involvement and bring fresh ideas into the association leadership. Due to lack of interest in board service, we’ve recently turned over many of the duties of the Board to our property manager, Jeffrey Charles & Associates. This is a valuable asset and should reduce the time required from future Board members. It will not, however take the place of a functioning board. We must have volunteers to keep our association functional.

Please contact us if you are willing to donate a mere couple hours of your time a month to help our community continue to prosper.

Thank you,

Justin Harris, President

Don’t Fall For Massive Tax Scam

“Your driver’s license has been suspended. You will be arrested. You will be deported. We are on our way to your home right now.” These are just a few of the many threats that scammers are making against hundreds of Fairfax County residents over the past several weeks. Police warn the public NOT to fall prey to these scammers and to notify police of these criminal incidents.
These telephone scammers are described as demanding, aggressive, threatening, and easily angered when callers don’t immediately agree to their demands of “overdue tax balances.” Some complainants have described the suspect’s as having a heavy accent. Typically, callers demand between $4,000-$6,000 in immediate payment of unpaid tax bills. These scams are sophisticated and involve false names, numbers and “IRS” badge numbers. Suspects often continue to call and harass the recipient.
Police urge residents to:
